Emergency Preparedness, Emergency Safety and Security

The Federal Government is the Nation’s largest employer (and the first or second largest in many metropolitan areas). Better prepared agencies and resilient employees mean that citizens will be better served by government during periods of emergencies or disasters.

COOP and Telework

Continuity Planning is a requirement for each federal executive department and agency. It is simply the good practice of ensuring the execution of essential functions and a fundamental duty of public and private entities responsible to their stakeholders.

When federal employees and their families are well prepared, resilient and aware, they can much better serve the public and insure that their agencies’ perform their assigned missions in an emergency or crisis. There are many resource guides available to help you be “ready.”

Workforce Development and Support 

The Honolulu Pacific Federal Executive Board supports workforce development and supports the federal workforce in the Hawaii-Pacific Region.

Pay and Benefits

The Honolulu-Pacific Federal Executive Board endeavors to help federal employees understand their pay and benefits, including those specific to employees in the Honolulu-Pacific area of responsibility. Key resources include:

The primary portal for federal employees regarding pay and benefits can be found on the Office of Personnel Management website.

HPFEB Fact Sheet on COLA/Locality Pay for Federal Workers in Hawaii and Other Non-Foreign Areas. An overview on pay in the Non-foreign areas is included here (including discussion on the COLA/Locality Pay transition codified in the Nonforeign Area Retirement Equity Assurance Act of 2010). The U.S. Office of Personnel Management provides additional resources.

Thrift Savings Plan allows federal employees to save for retirement. Online training is available.

Healthcare benefits: OPM provides information on health and other insurance programs, including the Federal Employees Health Benefits Program, the Federal Employees Dental and Vision Insurance Program, and more.

OPM also provides information to help federal employees plan and manage their federal retirements.

Retirees and survivors should also check out OPM’s site dedicated to you.

For military service members, DoD provides information on military retirement.

HPFEB Programs and Activities

The Honolulu-Pacific Federal Executive Board also maintains a number of programs and activities designed to support the federal workforce. Key programs in this area are listed below. For more information, please contact Colby Stanton [need OPM email].

  • Pacific Leadership Academy: The Pacific Leadership Academy for Emerging and Senior Leaders is offered annually in Honolulu, by a longstanding facilitator partnership between the Honolulu-Pacific Federal Executive Board (HPFEB) and the Department of the Interior, Federal Consulting Group (FCG). Classes meet three times between October and July of each fiscal year, with assignments in between. The Pacific Leadership Program began in 2003 and has graduated more than 1500 mid-to-senior level Fellows. This program is designed to meet the leadership development needs of selected federal professionals at the GS-13-15 and military equivalent levels (Senior Leader) and GS-11-12 and military equivalent levels (Emerging Leader) who work in federal government organizations in the Pacific Rim. Each Fellow must make the significant time and work commitment to attend all of the course sessions and to complete the required assessments, papers and projects.
  • Annual Excellence in Government Awards Program: For over 60 years, outstanding federal employees working in HPFEB agencies have been recognized at an annual awards ceremony. The awards ceremony is held generally at a government/military facility. The ceremony is typically held on the Friday of the first full week in May, corresponding to National Public Service Employee Recognition Week. Each HPFEB agency may nominate one candidate for each of the seven award categories (the Team Excellence awardee typically includes multiple nominees). Each awardee was recognized with a certificate by a local military or government leader. Photographs from the 2023 ceremony may be downloaded with a free Snapchat account at Photos. The HPFEB sees this as an opportunity to honor the broad spectrum of excellent work across all agencies and all agency nominees that meet the category criteria will be recognized.

Diversity, Equity, Inclusion, and Accessibility

Guided by Executive Order (EO) 14035, “Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce,” as well as EO 14091, “Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government,” the Honolulu-Pacific Federal Executive Board (HPFEB) continuously strives to incorporate the government-wide DEIA initiatives into its efforts.

Diversity, equity, inclusion, and accessibility (DEIA) refers to a set of practices intended to ensure people from a broad set of socio-demographic backgrounds are represented and able to thrive in a workforce; and an organization’s actions and services to the public that consider the needs and desired outcomes for all.

These principles are foundational to the HPFEB’s work in recruitment, retention, and engagement (RRE), and in training.
